One of the internal objects poiinted to by the *LIB object contains all
program references.

Using that (perhaps in combination with DSPDBR or corresponding API) you
can find which programs that update file Y. (Whether it updates file Y in
library Z or file Y in library W are impossible to determine since 
overrides may be performed based on parameters)

Using the above information you can scan the source of those programs to 
find which of them changes the contents of field X.
