The CRTS MI instruction is the only way to create temporary space objects, and spaces without a context. Although it is possible to make your MI program user domain/system state the preferable approach is generally the documented, supported one. Just invoke QUSCRTUS and shove it in QTEMP if you want behaviour similar to a temporary space.
