Permanent Space Objects

The CRTS command states "Permanent space objects cannot be created by user state
programs when the system security level is 40 or above".

Is there anyway I can get my MI program(s) to run in system state/domain or is
this exclusively for IBM (as all the manuals I reference keep telling me)?
