This appears to be an unintended side effect of a change in V4R4, and
is being looked at.  As a possible circumvention it appears that the
Store Program Associated Space (QCLSPGAS) API will create the
associated space if it doesn't exist so you could in the mean while
use this API to write a blank to the associated space after using
the QPRCRTPG API.  SETSPPFP should be OK then.

An APAR to formally document this change wouldn't hurt.
