It is not "officially" closed - it is available at a price (last quote I heard
was $1M !!) The price is quoted "on request" and I suspect that if a software
vendor needed it, and IBM _really_ wanted them on the AS/400, then the price
would be much lower.

Remember that for a long time IBM actively discouraged the use of MI on the
AS/400. In fact they all but said it wasn't usable on the 400 when it first came
out. Once C (and particularly System C) became available there was less and less
need for MI. C is considered to be the AS/400's assembly level language - hence
all the MI built-ins and since it is much cheaper than W-code ........

They have a lot of other reasons for this approach but I'll let an IBMer explain
that <g>
