I had this problem many times before and made the following notes after searching the internet:
Scientific notation means it’s likely Excel or some other program that created the value has LOST some data....in other words, the original number inside the notation was converted and so some numbers and accuracy was lost. That’s a problem with many Microsoft products that convert from Excel and CSV.
Solution:
Copy to Notepad, define a NEW column as text, and paste the Notepad records to the column.
Copying and pasting values only to a column predefined as text may also work.
Note: Redefining a column as text will not work.

Subject: [MAPICS-L] Excel upload of alpha numeric causes exponential data
I have 15 character item numbers with alpha numeric data. Some of those numbers are converted to data like this 2.1E+007 using Excel addin to upload spreadsheet to iSeries. What do I need to do to the spreadsheet before importing to iSeries?
