Offline Shipping and creating comments for Tracking Numbers

I am looking for information on how to create Offline shipping special
charge records that will be interpreted as comments on the order.
Particularly multiple tracking numbers. I know the file to populate is
OSAARES0 but I'm not sure about which fields are required besides Special
charge ID, a zero special charge and tracking number in the description.
The Offline Shipping documentation I have is very sparse in this regard.



I've seen information on this message board from some years back (about
2004-2005) that there is a document by Dale Gindlesperger that
explains/shows how to do this. The link to download no longer works. Does
anyone have a copy that they can share?
