Really just looking for a file that lists all menus. But am open to
suggestions. What I'm trying to do is to list all available options
that a
certain user is authorized to by menu, or for all menus if no menu is
specified

Do you mean a listing of all the menu options? Like I301 being I/M
Transaction
Entry? (IM, option 3, then option 1). That is available as a file.
