I use a file to drive which users get to which environment. If they only get
to one environment, I do not put the user in the file and the CL defaults
them to the primary environment.  

The problem that I have with an alternate Id is that you then have to go and
setup their COM defaults, printer overrides, group jobs, etc., etc., etc.,
since there is no way to copy all that stuff except the authorized options.

SOX has locked us down so tight a normal user can't get to the test
environment.   Upon signon the users are sent straight into the
production environment and they no longer have command line access. 

We experimented with putting an option on the group job menu but that does
some odd things.  It does get them to the test environment but there may be
a better way to do this.
