Help with strange libraries

I am getting ready for our year-end runs. Part of this is to review a list off 
all libraries on
our system. I found the following libraries: SH35038, SH377357, SH7368, SH7477, 
SH77575, SH77650, SH78863, SH90473.
Only SH90473 has any data in it and its text is 'Change library owner tool'.  
I would like to know if these libraries could be removed. They would not be 
removed until after year-en Opt21 save.
