According to the MAPICS Support Center, to close PO's using a program 
instead of interactively, you must do 3 things:
1)   Set the Close Date to today's date (CLODT in POMAST)
2)  Set PO status to '60' (PSTTS in POMAST)
3)  Set Close Type to 'F' (CLTYP in POMAST)
4)  Run the Order Closeout and Purge function in Purchasing.

Step's 1 - 3 replaces the interactive function of Order Closeout Selection 
for PO's.
