I'm surprised no one has sent you a reply on this topic.  We are at XAR4
and have a system written by Custom Systems Corp. which can update the
COM files for shipments.   We load the offline files with data from our
scanning system which corresponds to picking/packing/shipping of orders.
The custom programs update COM.

There is also a MAPICS version of offline shipping - but I don't know
the details of that.

I'm sure there are other techniques and software to do this function.
