We are at XA R6.   There was a 'fix' SH62016 - Allow phantoms to always
blow through during order release, or to check availability of the phantom
first.

This helped us some but we store inventory at the phantom level so we have
also
modified AMI4M to always write the phantom number to the order data file
because we
may be doing return to stores (RS) at the phantom level.
