You might want to take a look at the ECCA tool and/or its sources. It was developed to do the local currency to EURO conversion in the European communtiy. Essentially it does exactly what you want to do: change the local currency amounts everywhere to something else (all the EUROFLAG juggling which it also does should not bother you too much). Consulting in a Euro participating country i've used ECCA about on 10 sites and had good expierences with it. I think it will cut down the task tremendously.
