I agree with the majority here. We have never paid a bill late.  This
message starts showing up 30 days before due date and the calls are time
consuming and should be avoidable.  This even gives some users the belief
that accounting is not doing their job when that is not true.

But that is exactly why it is broadcast.  This was thought to be an 
incentive to get the customer to buy more or settle up their debt with 
MAPICS.  Yes it is annoying, but if you want it to go away, pay (at 
least that is the perception).
