Passing Decimals as parameters

For Years I have not been able to Pass decimals, any numeric value , as a
parameter in a CL.  So I have changed the value to a alpha character, and
within my program change it to a numeric value.

If I pass a hex value, it works.     x'010F'

1) how can I change a numeric value to a hex?

and or

2) How can I pass a number as a parameter?
