Labor is not Rolling up in PDM Module (Costing)

Hi,


I have a problem with Labor is not Rolling up.
What are the possibilites that Labor is not rolling up, but Material Cost is
happening.
I have situation here where "The labor is rolling up at the part level, but
not in every case and not at the top or next level"

I will really appreciate if some one can give some input on this.
