Peter,

To investigate further I would check thru the
DSKMBR files and the merged DSKMBR files to see
who owns the file and then re-tailor that application
to see it materialize. Normally, any file changes
are put in via an under the covers install tailor as
part of the PCM apply. Maybe they forgot the install
tailor?

We have had some strange behavior too migrating from
R4 to R6 and being an EPDM shop. It gets confused until
an install tailor is done to square away the mergable
file sets.
