COM Picking Sequence

We have a need to change the way COM picking allocates inventory.

Our situation is that we have 'pick-face' locations from which we want to
pick loose cartons/items for small orders, but when an order is for a full
pallet, we want to check for locations with sufficient stock to meet this
pick and allocate from these, rather than have COM deplete our 'pick-face'
area for part of the quantity, and allocate the balance from somewhere
else.

Has anyone had similar requirements, what approach did you take
