Failure to print mystery -- LINUX5250

We have an AS400 app printing on other emulations
which does not print on tn5250.

Exhaustive tracing yeilded that this job is not send the last of chain record.
I think it has  80 00 01 beginning in byte 7.

This missing would not affect lpd.
What about lp5250d?
Does it wait to forward a print job until it sees this end record?
