You can use xmodmap, or alternatively configure the correct keyboard
in XF86Config, to associate keysyms with scan codes.  Working out the
correct keyboard settings for XF86Config can be somewhat challenging.
Even doing this may not make the xterm program send the control
sequences that are specified in your terminfo definition for xterm.

But if you know the keysym that X11 is using, and the rest of the
keyboard works OK, you should just be able to add lines like:

        <Key>Prior: string("\033!") \n\

to tn5250's XTerm file.
