[LINUX5250] TN5250 0.16.5 released

I uploaded the 0.16.5 release to Sourceforge today, it should be available
now.

Major bug fixes include:

       -- Support for older versions of NCURSES where NCURSES_COLOR_T
             was not defined.
       -- Support for systems that do not have a setenv() function.
       -- Support for vertical page positioning in scs2ascii
       -- Updated Win32 installer uses OpenSSL-0.9.6e to fix security
            issues.

New features are:
       -- ability to specify SSL Method with keyword ssl_method.
              For example:   ssl_method=ssl2  would force the use of
              the SSL2 protocol.
       -- configure creates a tn5250.spec file for making RPMs
       -- +/-sign_key_hack keyword can be used to enable or disable
              special handing of the - and + characters in signed
              numeric fields.
