Now in CVS, I've put a new config keyword to enable/disable this
behavior:

    +sign_key_hack   enables special treatment of the - and + chars

    -sign_key_hack   disables special treatment of the - and + chars


The default behavior under Un*x will be "enabled" and the default under
Windows will be "disabled".
