Binary Dist (setup program) for Win32

Now ready for you guys to test is a binary distribution (i.e. Setup
program, you don't have to compile it from source, etc) for use in
Windows.

As before, this is a temporary location.  Please don't link to it.
When the release is made, it will be available from the main web site.

Please test it out and tell me about any problems, since we're getting
really close to making the release!
