Remove the quotes. i.e. change the line:
outputcommand='scs2ascii | lpr -Pp13'
to read:
outputcommand=scs2ascii | lpr -Pp13
The reason for this, is that scs2ascii and lpr are two different
programs on the system. Yet, when you add the quotes around them,
it thinks you have a single program whose name contains spaces, etc. It
thinks the program's name is 'scs2ascii | lpr -Pp13'
