The help key is a special key on a 5250 keyboard. Older programs that predate the SAA standards often haven't been modified to use F1 or the help key for help. It's a one-line change to a screen DDS. F1 was designated as help so that applications written for other platforms that don't have help keys (like PC's, 3270, etc.) could have one.
