Well, if it is using the terminfo entry, it should be ignoring the termcap
entry anyway.  In your strace you can confirm this by making sure that
"/etc/termcap" is never touched, but I doubt that you will find that it has.

I'm using termcap-9.12.6-15 and ncurses-4.2-18 (RH 6.0) with no problems.
You might want to find the source RPM for ncurses, install it, and look
at the changelog in /usr/src/redhat/SPECS/ncurses.spec to see what's changed
since then, but I'm also doubtful you will find anything relevant here.

Try doing the following from your tn5250 source directory:

$ su -c "make uninstall"
Password: 
$ make clean
$ ./configure --with-slang
$ make
$ su -c "make install"

Then try this version (with the S/Lang terminal driver).  I expect it to work,
which would be the least conclusive outcome.   (Sorry to be pessimistic :(
