The AS/400 sys admin said if I want to use these features, I must seek
and download that PTF's! Hmm, they don't want to do this, because they
don't need this feature. 

Andy, anybody can register himself, or the AS/400 admin have an registry
entry (for example, when they were buy the AS/400 they got a
registration entry, don't?)
