Are the defined in your TERMCAP?  I've found that usually system
terminal descriptions define F1-F10, and sometimes F11 and F12, but
usually not F13-F24.  

You also have to make sure that SHIFT-F1 is generates a different escape
code sequence than plain F1 does.  

I usually use vi to check. Press i (for insert mode) then ^v (thats
CONTROL-V for Take next character as is), and then press the function
key.  Keep in mind that you have to do the ^v before every function key,
but the insert only once.  When you are done, you press the escape key
and :q! to exit out of vi.

I thought that a terminal description was included with tn5250, but
thats probably for linux.
