You need to have autoconf, automake and libtool (did I miss anything?)
installed first.  Next, type the following commands:

   aclocal
   autoheader
   autoconf
   automake
   ./configure

If you don't want to mess with that, I've uploaded a snapshot to
ftp://ftp.blarg.net/users/mmadore/tn5250-0.13.13.tar.gz
