No IPL needed. Did CHKPRDOPT work? My Java 8 on V7R1 is working as expected.

That is precisely what we are doing, and it works on every other installation with Java 8 present on the machine.
I will note that they *just yesterday* reported that they'd installed Java 8 on the box. As I said, I verified that it does show up in GO LICPGM option 10. Is it possible that they need to IPL before the above directory is recognized as a valid JVM?
