My experience with both is that they have very similar feature sets and capabilities. I have delivered a presentation on Open Source Report Writing Tools for IBM i at a Common conference (and will again this year) and for a Common webinar and I use both in the presentation. I have an RPG wrapper that also uses either under the covers so you can use RPG to create a fairly slick Jasper/Birt report.

Like most things at a very high level, there isn't much difference (e.g. MS Office and Open Office ) but it is what you get familiar with that eventually gets you to a level of detail that you might be able to be a pundit of one vs the other. In my case I am most familiar with Jasper but I added BIRT as an option when I created the RPG Report Generator so that people could have a choice.
