I've never used it before, but I'm pretty sure WebSphere or Apache have some
built in stuff. I know if you running on a desktop you can switch the the
AS400 object as a setGuiAvailable() method, but I'm not sure what that would
do if running in a web container.

It's not too hard to roll your own though. Generally speaking this is
usually done with a filter and storing something in the session to indicate
the user has logged in. I'm sure there are plenty of other ways to handle
it, but that's what I've always done.
