log4j.appender.RootDailyRollingFile.File=c:\logs\invoicepdfsplit\server.log

I change it to below and the problem went away:
log4j.appender.RootDailyRollingFile.File=/logs/invoicepdfsplit/server.log

Sounds like we are here:

The input stream must be in ISO-8859-1 and there must be four
hexadecimal digits after \u. Check that the ccsid on the log4j.property
file is 819.

Would your log4j.properties file contain non-ASCII characters encoded by
a tool to \u-sequences?
