That's obviously not the encoding that the Properties object is expecting.

Can't you just change the encoding of the file?

Two reasons:

1. The file was created using EDTF and I didn't set the CCSID ... EDTF did.
2. It shouldn't matter to a JT400 class that's designed to read text from an IFS file and return it as an inputstream.
