Use a java.io.InputStreamReader over the IFSFileInputStream, specifying
the US EBCDIC charset. In fact, the charset identifier is probably in
the IFSFileInputStream file information.

It should not be necessary to specify the character set, but it most likely is necessary to use a Reader to deal properly with characters and not an InputStream.

If you don't get a fix, I'll have a look tomorrow.
