What OS are running tn5250j from? What version of tn5250j? Did you find the .java.policy file in your user folder as expected or did you add it? What version of JVM are you running?

It has been a while since I configured tn5250j but it sounds like you have things set up correctly. There are quite a few variables though, tn5250j version and JVM version being a couple of them.
