I probably didn't make it very clear in my original question, But I am
wanting to use the integrated application server to serve web apps or my own
web services.
I would like our shop to have proper Development and production
environments, and it would just be nice in in testing, developers didn't
need to have ALLOBJ etc to deploy their apps and services to the DEV machine
/ dev integrated web application server.

That doesn't seem to be inconsistent to me. Yes, the administrator
deploying a web services needs these permission. The profile under
which the exposed ILE service program runs can be as restricted as you
need it to be.
Consumers can only call your ILE service programs exposed by the web
service program. Virtually any deviation from the parameters expected
by the service program (size, number, type) cause the web service fail
gracefully (if cryptically) before the ILE service programs are called.
I thought if CL commands could be used they could be compiled to adopt
authority.
The stuff the administrator does is a one time only set up which
generated wrappers for your ILE service programs. Everything runs under
the user profile which was specified during this set up.

If you are referring to "Integrated Web Service for i" application

believe the answer is no. I spoke to technical support several times.
This product is geared to exposing existing ILE service programs as web
applications and requires the skills of a system administrator. Several
times I was frustrated by the product protecting me too much.
I have to say that if you can play within its rules it works really
well.
