What environment variable is it, and where can I get the documentation that talks about all the environment variables?
You are rather vague about what file or program you are talking about. Could you be a little more specific?

It is a very convenient mechanism. In case you ever need applications
specific versions of this file, there is an environment variable which
can be set to point to the one you need. We use this for our component
deployment scheme.
