Unfortunately, you miss the point again. Unless this is a shop that has only ONE license for the compiler, then they can have a mix. You can have OPM and ILE licenses in the same shop. And remember, the compiler licenses are by user as well. So, with a little creativity, you can probably reduce your requirements quite a bit.

And now I'm out of this. Some of you are really just fixin' for a fight, and tossing straw men into the mix. I mean, let's be honest here: if you ever walk into an ILE shop and want to introduce "OPM tricks" you need to find a new line of work.

And rather than complain, you might want to get on the horn with IBM and make sure a couple of things actually do happen: low cost (preferably zero-cost) transfer from ADTS to RDi, concurrent user pricing rather than named user pricing, and include one copy of all tools with every license of 5761WDS.

If all those things came to pass, almost nobody could complain except for the people running 20 developers on a P10. You'd have support for everything, including legacy, and you'd also be able to tailor your expenses based on your program model.
