Research over the past few days indicates few viable options are available
to meet this objective. One of those options is programming in Java.
The learning curve for the Java language is quite steep, but there is an
enormous amount of libraries usable to the programmers.
You may however look around for another well-supported language running
on the Java _platform_ which might be more usable for your programmers.
For instance has the Java version of the Ruby language recently come out
in version 1.0.1 and it should be able to do Rails. There is also
Javascript, Python, Scheme, Forth, and Basic. See

Visual Basic converters even.
