Thanks carl.  Tried to do exactly as you have done here, replacing carl
with smithmi.  
Unfortunately same results.  

With that said, I want to thank everyone for all the input they have
provided on this. 
I am going to put a hold on this until I upgrade to 5.4 which will be
the weekend of March 10.  Then I should be update on all ptfs.  I may be
exactly where I am now, but at least I will be able to rule out some
issues.  


I've just spent too much time trying to resolve this and need to get
back to some regular work. 

Thanks again and I may be in touch again in 3-4 weeks on this.  Be
afraid- Be very afraid!  :)

I've taken your code and compiled it. Here is my directory structure.

/home/carl/test/
/home/carl/test/jt400.jar
/home/carl/test/lockBox/ /home/carl/test/lockBox/ConnectDB2.class
/home/carl/test/lockBox/UploadLockBox.class

And I can successfully call the application using:

RUNJVA CLASS(lockBox.UploadLockBox)
CLASSPATH('/home/carl/test/jt400.jar:/home/carl/test/')
