XML Xerces Parser and Double Quotes...

I am a beginner in terms of Java programming and XML parsing. Below is an XML line with " that supposedly will convert to "(double quote). So why do I get a blank? Is the format of the data incorrect? 

*This is sample line with "(double quotes)...
*
<Note>(7.87 x 1.28&quot; Brakes)</Note>

*This is the DB2 database that results from above....*
* ** XML Field Value * Note 7.87 x 1.28 Note Note Brakes
