As Kelly mentioned that particular directory is also unprotected so it can 
be browsed currently, but probably not indefinitely :-)

The URL should always work though.

results in an 404 and than we are routed to your home page.
Very valuable information there...but I could not find the right place for 
the download.

You can get into the parent directory:

http://www.rjssoftware.com/files/apache/

Don't know if they intended to allow access to the parent directory, but
you can download from there.
