when does QGYLSRVR job kicks in

Hi
I have a Java program which calls RPG program using
PCML, this is a sort of long process, 
Java program is waiting for some response from RPGLE
program, but some how QGYLSRVR kicks in and the
control from RPGLE program (QZRCSRVS job) to this new
job, and my java program sits there waiting for ever
for reply

Why does this happen, this is another error in get in
my job log
com.ibm.as400.access.AS400Exception: CPF9999 Function
check. CPF2403 unmonitored by QGYLSRVR at statement
*N, instruction X'0115'.

Does it make any sense, i am on V5R2
