It is a hassle. We have the very same problem in my shop. One of the tools that my development manager uses is TeamSoft. While it is not the greatest, it serves the purpose here. What happens in our environment, once our Planning Advisory Committee okays a project, we created an export button within Lotus Notes to created a comma delimited file that Teamsoft can then import. At that point, the development manager then places it onto the developers agenda according to when they want it done. Obviously you would need someone who is managing this process entirely as it can easily get out of sync. But we have had success with that and it gives my managers at a glance a snapshot of what their developers have on their plate.
