object not found error when using %LIBL%.lib in PCML file

Hi
I am not sure if it has some thing to do with QCCSID, but i am having
a problem when i installed a web application in turkey, in this web
application i call RPGLE program on AS400 using PCML, and in this PCML
i have defined program as below
<program name="MS512B" path="/QSYS.LIB/%LIBL%.lib/MS512B.PGM">

Before calling this program i call CHGLIBL to set correct library
list, i have checked QZRCSRVS jo on AS400, it has correct library
list, and object exists in this library list
But still i get object MS512B.PGM not found error, 

Does it have some thing to do with QCCSID, as this machine is
configured to use QCCSID 65535, it is V5R3
Also i have problem creating JDBC connection using QCCSID 65535, is
these a JDBC property which i can set to use QCCSID 1026
