Check the WRKACTJOB for any system errors may be some outqueue would not
have been defined.Check this one exists QPRINT/QUSRSYS if not create the
outqueue. You might want to check the MSGW in QUSER/QZRCVCS and see the
error log. We had this problem when we migrated to V5R3 and the above
outqueue was not created. Probably this helps

Check you spool files for a job log from the JVM. There is a stealth
MCHxxxx error that happens with the application of of some but not all
of the current java group PTFs.

i do not get any error message, i tried to logon and
log back off again, still does not work
