unable to start java virtual machine error in V5R3 when trying to start java in debug

Hi
i am using the following command to submit java job in
debug mode so i can connect it from eclipse to debug.
It is working fine on V5R2 machine here in USA, but
not working in V5R3 in turkey
here is the command

 DCL        VAR(&JAVACMD) TYPE(*CHAR) LEN(200) +      
   
            VALUE('java -interpret +                  
-Xrunjdwp:transport=dt_socket,address=8000,+
