If all you are doing is presenting the data, with no data entry, JSP may not be necessary. You could simply use your Java program to output an HTML page into the appropriate web folder.

If you want to run a servlet container like Tomcat or WAS, then creating a JSP or servlet might be the way to go.

A little more info about how you plan to serve the page and whether the page will have data entry fields might be helpful.
